Two more people are now in custody in connection with a theft at London's Heathrow Airport where 21 people were injured by a substance believed to be pepper spray, according to police.

A man, 24, was taken into custody in Lambeth for suspected theft and assault and a woman, 23 was arrested on suspicion of conspiracy to commit robbery. Both individuals are still being held, authorities confirmed.

The arrests follow an investigation into an assault at the multi-level parking garage at Heathrow's Terminal 3 this past Sunday. Before the incident, a pair of female travelers were robbed of their luggage after getting out of a car park lift.

A three-year-old girl was among the those hurt during the incident. A total of five individuals went to hospital for treatment and were later discharged.

Officers arrested a 31-year-old man for suspected theft and assault near the scene. He was subsequently released pending further inquiries as the investigation proceeds.

Police were alerted at about 8:10 in the morning GMT after reports came in regarding a number of people hurt by an irritating chemical thought to be an irritant spray.

The assault - an event that police said was isolated and not being treated as an act of terror - caused train delays and the partial closure of the main airport tunnel and the T3 car park briefly.
